I believe that Archbishop has already explained the operation and history of PIE tribunals.
To further clarify matters, these are independent tribunals that sit on an ad-hoc basis as and when the need arises.
Since the first tribunal assembled, PIE Inc has received communications from elements of the Imperial apparatus of state on numerous occasions, and the general message that we have received has been one of "keep up the good work".
Should a duly-constituted official Imperial court (either a secular one or one from the Theology Council) wish to hear any of the cases heard in a PIE tribunal, or overturn any of their decisions, we would of course abide by the newer verdict.
I imagine that if any of the persons who had lost a case heard in a PIE tribunal had felt that the verdict was unfair, they would have contacted an appropriate branch of the Imperial apparatus to attempt to get the verdict overturned through due process. To my knowledge, no such contact has ever been initiated.
